John Samples is the Director of Cato’s Center for Representative Government. He spoke at a Hill Briefing on Tuesday, April 5, 2011 and contrasted President Obama’s justification for war in Libya- a decision largely based on a U.N. resolution- with what the Founders intended when they wrote the Constitution.
