Price Controls and Black Markets in Canadian Health Care, David Henderson | EconLog | Library of Economics and Liberty.

People value health care and they’re willing to pay for it. But when they are forced to simply endure what may become a very long wait, they will happily bribe doctors to speed things up. Unfortunately when this is done on the black-market there is a great deal of potential for fraud and abuse. Patients would do far better to just pay for their care and have an enforceable contract.
