To date, the research in this area has not be clear cut. Some studies had demonstrated no benefit to early detection with CT. Nonetheless, if it is ultimately accepted that early detection works for lung cancer, and I suspect that it will be, as government pays for more and more health care, they will have no incentive to make such resources available and to pay for them.
It will cost the government money to do the tests and then it will cost to treat the cases found.
Look at Canada, there is less preventative medicine done there than in the United States. In fact, the uninsured in the U.S., get more preventative testing than insured Canadians according to John Goodman of the National Center for Policy Analysis.
