Sebelius: Health Reform Is The States’ Responsibility

States have always regulated health insurance. This has traditionally given states the ability to try different things. Massachusetts for example has tried something similar to obamacare, NY, and NJ have tried guaranteed issue, and community rating etc.
What the fed failed to try, is to allow consumers to harness the economic model of other states by shopping across state lines.
